Eugeniusz Skitalcew (Jewgienij Nikołajewicz Skitalcew) (1918-1970) - painter, graphic artist. He graduated from the Kharkiv Institute of Ukrainian Art. In the late 1940s he came to Kaliningrad, from 1951 he was a member of the Kaliningrad Union of Soviet Artists, and for several years he was also the chairman of the board.He was an active participant and organizer of regional art exhibitions.At the end of the 1960s, he moved to the Estonian Soviet Socialist Republic.He sailed the Atlantic, Indian and Arctic Oceans, from Kaliningrad to Vladivostok.The impressions from these journeys later inspired his works. He also created genre scenes from the life of sailors and fishermen. He participated in many regional and international exhibitions, including in Moscow, Riga and Olsztyn. His works are, among others, in the Kaliningrad Museum and in private collections.
